Competitiveness poles


On 11 July 2005, the State selected sixty seven competitiveness poles, among which are the two poles supported by the CUS.

The "Therapeutic Innovations" pole is one of the nine identified as likely to achieve "global status". The "Vehicle of the Future" pole is classified at national level.

 

 

 

 

 

 

 

 

 

With the competitiveness poles, the State intends to enable the economic fabric to take up the challenge of globalisation. In partnership with local authorities in the country and the protagonists in economic development, it is a question of forming a network of protagonists from industry and the world of research in identified fields with a view to fulfilling high level research and development projects.

These projects are to provide companies with a significant competitive edge in current global competition. This approach should make a significant contribution to the creation of a dynamic of development (company start-ups, establishment of new businesses, development of innovative products, job creation….) in the areas of business and in the regions concerned.

The companies and research establishments based in the R&D zone and involved in a project endorsed by the pole will benefit from tax and welfare exemption:

  • Measures concerning company/income tax: 100% exemption for three years and 50% for the next two years within the limits of the "de minimis" rule (100 K€ on a sliding scale over three years).

  • Measures relating to welfare charges: 25% relief (50% for SMEs) for a maximum of six years on charges on research personnel involved in approved research and development projects.

  • Measures relating to local business and property taxes on constructed properties, at the discretion of the local authorities.

The resources implemented nationwide for the Competitiveness Poles are in the order of 1.5 billion € over three years, i.e.:

  • 400 M€ in intervention credits
  • 300 M€ in tax exceptions and welfare relief
  • 800 M€ in organisations and agencies: Agence Nationale de la Recherche (ANR), Agence de l’Innovation Industrielle (AII), OSEO-ANVAR, Caisse de Dépôts et Consignations (CDC)

Two endorsed competitiveness poles in Alsace

Five hundred dossiers were presented nationwide on the occasion of the first request for proposals and the CUS got involved in the two proposals on the Alsatian poles:

  • Therapeutic Innovations (IT)
  • Vehicle of the Future (VdF), which is a joint venture between Franche-Comté and Alsace

The CUS intends to offer its full support in making the proposals presented a success.
Its participation will take the form of a contribution to the management of the poles (operations and campaign budget). It will also offer its support to collective projects in research & development and other inter-company cooperation projects.

The Therapeutic Innovations pole

The "Therapeutic Innovations" pole forms part of the three healthcare poles among the fifteen poles with a global mission selected by the State.

The draft pole contract is based on an association created for this purpose: the Association de Gouvernance du Pôle Innovations Thérapeutiques (AGIT), chaired by Prof. Jacques MARESCAUX.

Management of the pole has been entrusted to Alsace Biovalley in partnership with Iconoval, Rhénaphotonics and Neurex. Its international promotion is handled by the Alsatian Development Agencies.

At the present time, five R&D proposals have been endorsed in the context of the Therapeutic Innovations pole. Its partner from day one in the candidacy of the Therapeutic Innovations pole, the CUS is now a stakeholder in this pole and contributes to the funding of endorsed research and development projects in partnership with the other co-funders.

The Vehicle of the Future pole

The protagonists in this pole, who come from the economic fabric, education and research, have joined forces as part of a law of 1901 type association called the "Vehicle of the Future Pole", chaired by Mr. Arnold TRAMAILLE, comprising three boards:

  • The "companies" board
  • The "innovation" board
  • The "territorial intelligence" board

The contract agreed with the State recalls the strategy and objectives of the pole, which are based on three principal issues:

- The clean vehicle
- The vehicle and intelligent networks
- The excellence of the branch (development of added value through R&D and international partnerships)

At the present time, five projects have been endorsed in the context of the Vehicle of the Future Pole. The CUS intends to offer its support to these projects in line with the pledge it made when drafting the candidacy dossier in February 2005.
