Moving to a foreign country, or even a new city, is not without its problems and the administrative formalities are a compulsory port of call. You will find below all the information you need to facilitate getting a residence permit, social cover and other essential administrative procedures.
Getting a residence permit
The administrative procedures for getting a residence permit (for over 18s) are carried out at the Préfecture du Bas-Rhin if you live in Strasbourg, Bischheim, Hoenheim or Schiltigheim. In other cases, you should go to the town hall in the place where you live. http://www.pagesblanches.fr

Getting social cover
As a salaried employee or a dependent of a salaried employee (spouse, common law partner and dependent children under the age of 16), you will be covered for health expenses relating to illness or accident. You simply have to be affiliated to the Social Security. To do this, you should go to the Caisse Primaire d'Assurance Maladie (CPAM) with the following documents :
- a photocopy of your birth certificate
- a copy of your residence permit
If you are a salaried employee or a dependent of a salaried employee, social cover will take effect only after an initial period of working in France of 120 hours in the course of the last quarter (for services in kind: health care and pharmacy) or 200 hours (for services in cash : daily indemnities).
The Caisse Primaire d'Assurance Maladie (Health Insurance Fund) (CPAM) will issue you with a Social Security number and a "carte vitale", which will certify your affiliation.
The Social Security does not generally refund all medical costs (80% of hospitalisation costs). There are various additional health insurance options ("mutuelles"), which offer policies which cover the more or less entire reimbursement of costs incumbent on the policy holder.

Useful addresses
For researchers and university staff, the Fondation Alfred Kastler, attached to the Cité Universitaire Internationale de Paris (CIUP), provides useful information on the web site : http://www.cnrs.fr/fnak
Cross-border questions
People who decide on a cross-border life can consult specialist structures, which offer solutions to problems of a cross-border nature (specific forms needed for tax declarations, procedures to follow in respect of social cover). Infobest will be particularly useful to you in completing these procedures.
Euro-Info-Consumers, the Chambre de Consommation d'Alsace and the Verbraucherzentrale Baden-Württemberg are more oriented towards defending or advising cross-border consumers. For example, they can provide assistance in resolving disputes resulting from a cross-border purchase or rental.
