SEMIA – Sciences, Entreprise et Marché, Incubateur d’Alsace
SEMIA, an association under local law, is a public incubator for innovative companies. Positioned as one of the best incubators in France and endorsed by the Ministry for Research, SEMIA is the contact favoured by project initiators for the creation of innovative new businesses, whether from public research or private laboratories.
SEMIA's job is to oversee such innovators through setting up the new business creation project in technological, legal, managerial and marketing fields. To do this, the association calls upon its own internal expertise and its network of partners ( Région Alsace, Comités d’Expansion Economiques (Region of Alsace, Economic Expansion Committees), CNRS, INSERM, Universities, ANVAR, CCI, DRIRE).
For a period of 23 months as of the creation of the business, SEMIA offers these sapling companies premises located in direct proximity to the principal university and CNRS sites.
Bio-incubateur Jean-François Lefèvre in Life Sciences
Surface area : 3 units of 100 m² : 2/3 laboratories and 1/3 offices
Situation : Site of the Ecole Supérieur de Biotechnologie de Strasbourg in the Parc d’Innovation d’Illkirch
Incubator Chemistry and ICT
Surface area : 750 m² broken down into 8 units with 4 units equipped with chemistry laboratories and 4 ICT units
Situation : Site of the ULP and SEMIA in the Orangerie district in Strasbourg
Incubator Materials
Surface area : 2 units of 100m², 2/3 laboratories and 1/3 offices. An additional unit will be set up by the end of 2004.
Situation : CNRS site at the Pôle Matériaux de Cronenbourg
Other sites are possible at the faculty of pharmacy and medicine. In total, almost 2000 m² of premises are devoted to incubation in the Communauté Urbaine de Strasbourg.
All premises have broadband access, as well as the research platforms and human skills available in the public research laboratories.
Prices vary and, for a bio-incubator or the Chemistry-ICT incubator, for example, will be in the region of 91€ per m² per year excl. VAT for the offices, and 183€ per m² per year excl. VAT for the laboratories.
Since setting up its business, SEMIA has worked with more than 300 project initiators, half of whom come from public research. At the present time, 38 new business creation projects have been overseen by SEMIA and 26 businesses created. More than ten are currently in incubation.

BIOPARC – biotechnologies nursery
To meet the major boom in biotechnologies in the Strasbourg region and the need for premises suitable for young businesses, the towns of Alsace have come together to create the BIOPARC.
BIOPARC is a plot of land with a surface area of around 3.2 ha, made up of a quadrant in the central area in the Parc d’Innovation d’Illkirch. The programme allows for the construction of five buildings. Served by internal roads, the entire area has a large number of parking spaces and satisfies the building regulation requirements in the Parc d’Innovation d’Illkirch.
For now, three businesses are based in the BIOPARC. CAREX, specialised in the development of medicines to combat conditions such as obesity and certain inflammatory pathologies, and FAUST, specialised in pathologies of the nervous system, occupying the main building of 3,193 m². The second building of 1,698 m² houses POLYPLUS, a quickly expanding company, which produces and commercialises chemical transfection agents. Other premises are still available in the second building.

THE EUROPEAN INSTITUTE OF "BUSINESS AND INTELLECTUAL PROPERTY" (IEEPI)
Following a national call for projects, the Ministry of Industry and the INPI have chosen Strasbourg, the capital of Europe, as the home for a new training tool called: The European Institute of "Business and Intellectual Property" (IEEPI)
This structure is charged with implementing training programmes on the subject of intellectual property aimed at economic decision-makers. The objective of the creation and development of a training institute intended for non-specialists in industrial property is to foster the "patent" reflex, both within European and French companies, particularly small- and medium-sized companies, and in the training structure for future managers (Grandes Ecoles and Universities). The IEEPI is characterised particularly by the high level of competence and openness to Europe of its lecturers and instructors and intends to offer high level service provisions in phase with the growing importance of innovation in Europe's competitivity.
