Territorial development
SCOTERS
Currently pending, the Scheme for the Territorial Coherence of the Region of Strasbourg (SCOTERS) is a planning tool, the legal scope of which will be imposed on all other city planning documents. Its cross-border perimeter groups 140 French municipalities and 51 German municipalities around Strasbourg. Its purpose, over the period 2000-2015, is to ensure the coherence of all territorial development projects in fields as varied as the environment, economic development, habitat and transport amenities. Consultation resulted in the production of a cross-border White Book, which will form the joint planning basis on both sides of the Rhine.
The "Magistrale for Europe"
The City of Strasbourg is a member of the "Magistrale for Europe", created in 1990 by the cities, regions, and chambers of commerce and industry situated on the Paris-Budapest railway axis. The desired objective is the rapid modernisation of the line. The entire corridor of the "Magistrale" has been declared a priority trans-European network development project by the European Commission.
The Strasbourg/Ortenau atmospheric protection plan
The elaboration of this cross-border protection plan in 1995 is the fruit of the desire on both sides of the Rhine to make the improvement of air quality a shared objective.

The garden of two shores
The garden of two shores is a joint project brought into being by the City of Strasbourg and its German neighbour, Kehl. It is a landscaped cross-border park developed on both banks of the Rhine with a total surface area of 55 hectares. A central element in this park, the majestic footbridge built across the river, forms the link between the two parts of the garden. Its inauguration in April 2004 marked the beginning of six months of festivities (shows, concerts, exhibitions, etc.) as part of the "Festival of Landscape Art".

The Franco-Germano-Swiss Upper Rhine Conference
Since 1996, Strasbourg has been an "associated member". The Upper Rhine Conference, structured into ten working parties, is responsible for affairs of regional import and cross-border interest. It is charged with facilitating the study and resolution of local problems in this area. Its proposals and draft agreements are presented to the Intergovernmental Commission composed of representatives from the Ministries of Foreign Affairs of the three countries.
The Conseil Rhénan (Rhineland Council)
Created in 1997, the Conseil Rhénan is a political consultation body, which brings together the elected representatives of the Upper Rhine (regional and general Councillers, mayors, members of the Landtag, etc.).
The developers Club
Created in 2001, the developers club at the "CENTRE" work community brings together the economic development agencies, territorial municipalities and consular chambers in this cross-border area. Its objective is the exchange of information and the fulfilment of joint, business-oriented projects.

The BioValley Network - Alsace BioValley
Strasbourg is part of the BioValley area, which groups three key regions in the biotechnologies sector: Alsace, southern Baden-Württemberg and north west Switzerland. These three regions represent 40% of the global pharmaceutical industry. The BioValley network, in tandem with the business sector, federates numerous research institutes, transfer of technology centres, development agencies, capital risk companies, banks and service providers.

Infobest Kehl-Strasbourg
Created in 1993, the objective of the Kehl-Strasbourg Information and Consulting body on cross-border issues (INFOBEST) is to inform and advise individuals, companies, public bodies and associations on cross-border issues.

Euro-Info-Consumers
Created in 1993 by the Chambre de Consommation d'Alsace and the "Verbraucherzentrale" of Baden-Württemberg, Euro-Info-Consumers offers legal expertise to French and German individuals on European regulations on consumer matters. It allows the consumer to take advantage of the new possibilities offered by the European market and anticipates the difficulties of reaching an amicable settlement of cross-border claims.
The Euro-Institute
The Euro-Institute, an institute for cross-border cooperation, is a Franco-German body for applied ongoing training. It provides a service to cross-border cooperation for public bodies in France and Germany, particularly in the Upper Rhine, as well as other European countries.
Cross-Border Trades Information Network
Set up in 1996 with the financial support of the European Union, the Cross-Border Trades Information Network facilitates the exchange of information between the Professional Guilds of the Palatinate, Karlsruhe, Alsace and Freiburg. The objective is to enable tradesmen to work effectively in the neighbouring country.
University and research cooperation
EUCOR
In 1989, the three universities of Strasbourg (Louis Pasteur, Marc Bloch and Robert Schuman) joined forces with the four universities of the Upper Rhine (the Albert-Ludwigs-Universität of Freiburg, the University of Basel, the University of Karlsruhe and the Université de Haute Alsace Mulhouse/Colmar) into a cross-border association: the European Confederation of Upper Rhine Universities (EUCOR). The aim of this Confederation is to foster cooperation in all areas of education and research by encouraging teacher and student exchanges, initiating joint research programmes, promoting joint cross-border teaching and the mutual recognition of acquis.
The Franco-German "Systems Engineering" course
This course (Bac+5) concerns the engineering sciences (mechanical, computer, electronic engineering, etc). It also makes it possible to acquire skills in economics and management. The course, which is split equally between France (Université Louis Pasteur) and Germany (Fachhochschule of Offenburg), results in the granting of a double degree: Masters in Systems Engineering in France and Master of Science in Germany.
Tri-national training in Civil Engineering
Set up in 2003, this 3-year course, which is the fruit of the cooperation between the Fachhochschule beider Basel in Muttenz (Switzerland), the Fachhochschule in Karlsruhe (Germany) and the Institut Universitaire de Technologie Robert Schuman in Strasbourg (France), enables students from all three countries to obtain the Professional Degree: "Gestion et exécution de projet" in France, the Bachelor's Degree in Germany and the FH Engineering Degree in Switzerland.

The Franco-German Forum
This Forum is both a student forum and a recruitment forum. It is a meeting place for young graduates, students, secondary school students, companies, higher educational establishments in France and Germany, and various institutions involved in Franco-German cooperation. Each year, the forum attracts between 5,000 and 7,000 people. Since 2003, the Forum has been based permanently is Strasbourg.
